As with Doc Photo, there are huge swatches of time when I wasn't reading Dick Tracy, but I've never heard mention of him time-traveling. To be fair, he still hasn't. But given the recent adventurous approaches and return of the space coupe, I don't think it's out of the question. It would be a fun adventure, no matter where he want, and I don't see any reason to rule it out.
Maybe he can go back and meet Alley Oop. Having him meet Little Orphan Annie is almost like time traveling.

I'm no Tracy expert but I don't believe the time travel angle has ever been used before. A trip to the moon was the craziest bit I can recall.
