Yes, SpongeBob uses crayons to insert himself into an old Mermaid Man horror comic and the art is by Bissette.  Jaffee also does some painted art in this issue.

 

SpongeBob Comics is often full of surprises.  Mermaid Man comics within the comic have been drawn by Ramona Fradon.
