How about The Master VII Doctor Who "Dhawan"? That's counting The Mistress Doctor Who (played by Michelle Gomez) as regeneration VI of the character.

I've thought about that. I'm also considering whether the Master/Missy should only have one entry, since they're all the same character, really.

Added the Dhawan Master.

Removed Doctor Inside-Out, because I don't remember where he's from.

I may someday revisit the idea of combining tha Masters' entries, if there are a load of great new villains to make room for, but that's a long way.off.
