Let's catalog a list of Superhuman characters with pre-cognitive abilities, or the ability to accurately predict the future. No charlatans or scanners, just the real deal. Also, the character needs to use the power more than once in multiple stories -- no temporary red kryptonite shenanigans. .

The list so far:

Cassandra Craft

Charity

Destiny(Marvel)
Dream Girl

Dr. Manhattan

Franklin Richard's (Tattletale)
Irma Geddon's husband(Top Ten)

Larry Trask

Lilith (Teen Titans)

Madame Shibabawa

Madame Web

Midnighter

Ms. Marvel(Carol Danvers)
Negasonic Teenage Warhead

Negative Man II(Flash Forward)
Nighteye (My Hero Academia)

Spider-Man (Peter Parker)

Starhawk(Marvel)

Ulysses Cain

Yoda

I'm sure there must be plenty of others, but it's really not a popular super power.

It seems to have been forgotten now that Rogue supposedly has her powers, but Carol Danvers original run as Ms. Marvel gave her a Seventh Sense that was in effect precognition.  It factored into most of her stories.

Spider-Man's spider-sense is sometimes treated as precognition, but not always.

I'd meant to add him as Negative Man II. I'll get him added

I don't know if you want to include the Mad Thinker or not. Whereas he was not a true pre-cog, his whole schtick was "to accurately predict the future" (in the near-term, anyway), through statistics and probabilities. Up to you.

I did think about him, but as you yourself said, he wasn't a true precognitive. He used probability to make his predictions, and was usually fouled up by unforeseen, random elements

Would the Watcher qualify?  He seems to know ahead of time where to be to “watch” momentous events.

Cassandra Craft from Phantom Stranger?  Her abilities may have been very limited.

Added Cassandra Craft, who reminded me of Charity and who was also added.

Thinking about the Watcher

He's not the sort of character you would normally think of in this context.  However, the Midnighter from Wildstorm's The Authority has what amounts to a limited form of precognition when it comes to hand-to-hand combat.

Added the Midnighter

Madame Shibabawa from One-Punch Man

Also Madame Web (Cassandra Webb)   and her chosen successor Madame Web II (Julia Carpenter), FKA Spider-Woman II.
