The Tornado Twins, Don and Dawn Allen. I think that when they were originally introduced (in Adventure #373), they were said to be 30th-century descendants of Barry and Iris Allen, but this was later changed to children born after the couple travelled to the 30th century before the Crisis on Infinite Earths.
I don't know their post-Crisis status.
They became the parents of XS and Impulse, respectively (or vice versa)!

In Norse mythology, THJALFI was the servant of Thor and the swiftest of men, while Marvel dubbed minor deity HERMOD the god of speed!
I can think of a few. There's Yo-Yo from Agents of S.H.I.E.L.D.
Kid Comet from Hanna-Barbera's Space Stars seemed to have super speed powers, albeit while turning into a living comet.
Speed Demon from Amalgam Comics (Blaze Allen).
Mercury from Amalgam Comics (Pietro Allen).
The Flash of the Lawless League of Earth-A (Justice League of America #38.)
Demon from the Justice Machine claimed to be the fastest man alive.
