Thought I'd try re-posting my latest update of this. There's more than a few characters on the list that probably either stretch or exceed your definition of a "super-hero". I've tried to clear out most of the most egregious ones, but there's a few I don't apologize for. YMMV.

Jack Kirby's Blue Bolt stories were reprinted in one of the Jack Kirby Collector books and they weren't very memorable. Silver Streak is probably best remembered because his short lived comic introduced Daredevil. (And not appearing in his own title until #3.)
Fantomah was a bizarre jungle queen character by noted insane person Fletcher Hanks. Has to be seen to be believed.

I've read a fair amount of Hanks' stuff, but I don't recall it as being notably insane. Maybe it just seemed "not insane" compared to all the manga I've read.
There's a lot of wacky manga, as I've learned doing the Comics Guide. But I'll say this in defense of manga: It's impressive how many different genres get big sales in Japan, while in America they wouldn't sell two copies. The sheer variety of manga is mind-boggling. so I guess it's not surprising that you have "centaur sex" as a genre, or whatever. But again -- stuff like that sells, whereas in America, not only would there be little interest, but the Concerned Parents/Politicians/Preachers of America (TM) would be all over it.
I believe the guy that made Desert Peach did try a sort of PG-13 "centaur sex" like storyline.

Nothing against the characters being removed, just clearing out some characters that don't really fit my definition of "super-hero".
Removed:
Becky Burdock, Bomber Girl, the entire Cyborg 009 team, Cynical Girl, Johnny Thundert, Kid Pharaoh, and changed it so that there's now only one entry for the Doctor from Doctor Who.
Added the All-American, Argent, Captain Caveman, the mangaverse Captain Marvel, Citizen V, Grace Choi, Lightning (Jennifer Pierce), Major Mapleleaf, the Mouthpiece, Prysm, Puck (Zuzha Yu), Silverclaw, Sister Grimm, Steel (Natasha Irons), Sun Girl, Thunder (Cece Neck), Thunder (Anissa Pierce), Traci Thirteen, Wildcat (Tommy Bronson) and the League of Super-Groovy Crimefighters.
Removed:
America, the Aqua Knight, Asterix the Gaul, Baby Bonnie Hood, the Bionic Woman, Buffy the Vampire-Slayer, Gamera, Judge Anderson, Judge Dredd, Kamandi, Link of Hyrule, Mario, Popeye the Sailor, the Silent Knight, Thordis and X-23.

Nothing against the removed characters - I just wanted to clear out more characters that don't quite fit my personal definition of a "super-hero".
Thordis was from a What If where Jane Foster became Thor. Now that Jane is Thor in continuity, I traded the two characters. Likewise, I just re-named X-23 to Wolverine II.
Hey, Sub-Mariner's still on the list, and he's dead!
Kidding. We all know he'll be back.
Well, lots of these characters are "dead". the real question is whether Namor should be on a list of "heroes".
I don't think he's a hero, but it's not my list! :)
