I don't know who the first person in line (wearing the gray apron) is, nor the one to the right of Bruce Wayne (the guy in the white shirt between Bruce and Catwoman).

No clue who the guy in the apron is. Could the guy next to Bruce be the Scarecrow? Who's the big guy on the end behind Hugo Strange? Bane?

As best as I can tell (left to right): The Guy in the Apron, Harvey Dent/Two-Face, Oswald Chesterfield Cobblepot/The Penguin, Waylon Jones/Killer Croc, Jonathan Crane/The Scarecrow, Barbara Gordon/Batgirl, Bruce Wayne/Batman, The Other Guy I Don't Know, Selina Kyle/Catwoman, The Joker, Harleen Quinzel/Harley Quinn, Pamela Isley/Poison Ivy, Bane and Victor Fries/Mr. Freeze.

 

I could be mistaking The Riddler for The Scarecrow, but the Other Guy I Don't Know doesn't look like either of them, and the Scarecrow wears eyeglasses but the Riddler doesn't.

I think the little guy in the green is the Riddler even though he does look like Jonathan Crane. The other guy while he doesn't look like Jonathan Crane has that spooked look and overall looks like a "scarecrow".

 

I can't say this appeals to me, doesn't matter since it most like will never happen. I do like most of the character designs though, particularly Killer Croc, Joker and Catwoman.

The person in the apron is Clayface...his arm is clay (or, at least, clay-covered) and the apron is a typical clay-throwing apron.

Nope...he's the Riddler...the guy by Bruce is Scarecrow.  If you enlarge the picture, the cast is listed on the bottom.
