It seems like Silver or Bronze Age, so I'll put it here-- no idea what title, but it's a monologue scene that may be with the Joker. I think he says something like, "I always answer my questions myself."

It may be from Detective Comics #475 ("The Laughing Fish," Feb 78). The Joker asks the patent clerk "Now -- what is everybody in the country talking about?" When the clerk tries to answer, Joker cuffs him and says "I told you not to talk! I don't need you to answer my questions! I can answer my questions myself!"
