And if so, how would you characterize it? Are there any blurbs or word balloons where the omniscient narrator or characters talk about the power/responsibility/nature of the press? Were there continuing characters, and if so, were they heroic characters? Or schlubs? Or even villains?

The GCD tells me Gemstone reprinted the series about ten years ago.
According to the GCD's listings, the title usually ran four comics stories per issue, featuring regular characters, and a text filler story.
-Keith Michaels was usually (or always, I can't quite tell) cover-featured, and appeared in two stories in each issue. The covers suggest he was a crusading-reporter-who-can-handle-himself-in-a-fight type. To judge by the stories' titles, he was a roving reporter, and they were often set in exotic locations.
-Steve "Slick" Rampart had a single story in each issue, and appeared in one of the Michaels stories in #4. His story from the first issue was titled "The Loaded... Camera". Possibly he was a photojournalist, but I wouldn't assume it.
-Geri Hamilton was the third feature character in ##2-5. My guess is she was a female reporter.
#1 instead had a story about one Jock MacDuff. It may be EC decided to not continue with the character, or that the story was always intended as a one-off.
According to the GCD, the lead Michaels story in #3 was "illustrated text rather than multiple panel/strip art". That sounds like a try-out of the Picto-Fiction format.
I don't have Extra, but EC stories about reporters can be found in Shock Suspenstories Nos. 6 ("Under Cover') and 12 ("Deadline"). The former features an investigative reporter who meets a bad end; the latter has an alcoholic reporter trying to redeem himself with tragic consequences.
"Deadline" sets the scene with "the din of clattering typewriters", letting us know we're in a newspaper office of the '50s.
