Or at least I think she is. Fate's Tower (revealed here to have many other names) is a weird MC Escher print place that Jay and Khalid wander through on the orders of Wotan (who I don't know) in search of the helmut of Nabu. Seems Hawkgirl got her wings at the same time that Khalid found the helmut, but he couldn't take it and wished it into the tower. Now Wotan or whoever he is working for wants it. I honestly thought Wotan was a girl when I first saw him. There's also a nice subplot with the Green Lantern's dead lover and he is force to find Hawkgirl and ask for her help.
