I'm not really a fan. Never had the action figure and the show was nice but never really caught me, or the movie. Not sure why I picked this up, possibly the cover.
At any rate it was a good issue, with the Baroness and Scarlet facing much the same problem: the world has moved away from both of them. The Baroness wants to go back to taking over the world by force and Scarlet wants to keep the GI-Joe team together. In the case of the Baroness she's being stymied by Mr. Paoli who's taken Cobra away from overt terrorism into political maneuvering. Scarlet is facing Senator Anson who wants to cut the funding for the GI-Joe team and she's also facing vultures from the other branches of the service who want to grab the talent from the team. Also facing her is Joshua Spinetti of a shadowy government agency that he calls 'operational support'. He wants the entire team, her included.
While the GI-Joe team is about to face the ax Cobra has become some sort of international peacekeeping force, but a few of the Cobra people don't like this new direction anymore than the Baroness does.
Coming in late and barely knowing any of the characters it's kind of hard to know who to root for just yet.

..I've said tht I like the Baroness character In keeping with the general " sorta like the Silver/early Bronze Ages " approach of most G.I. Joe comics has skated around people being killed , and that includes the " good/bad" Baroness ~ Although I remember one recent-past series that stated that , yes , the Baroness had been involved , anyway , with killing people during her " bad " moments .
One GIJ movie made the Baroness an American citizen - I think that should & could be incorporated in the comic's continuity , say ,she as the child ~ or grandchild ~ of an " idiot member/black sheep " of the family line who married a lower-class American - And then , when circumstances lead to the shining members of the family line dying childless , the Baroness' line was all that was left , and so she was brought back to Europe , as she was of the aristocratic family line , but was decidedly treated shabbily , and saw the nasty side of European aristocracy , and so was ripe to be converted to violent radicalism against the European/general Establishment .

The cover is good, but I've never thought of her as sexy, or Scarlet or any of them really.
