Good question. Research seems to indicate that, in the first movie at least, Chiffon the dog is seen to have a separate existence from the human protagonist, so I will add that one, plus the others that you list, and also Courage the Cowardly Dog.

Series 2 (1979-1985) This version had many notable guest stars, including DeForest Kelley, Ray Walston, Megan Follows, and (in the same ep) Leslie Nielsen and Anne Francis, who had last played romantic interests in Forbidden Planet!
He also (possibly) crossed over into an episode of Corner Gas, "The Littlest Yarbo."
His implausible intelligence was simply accepted as a convention of children's programming for years. A two-part ep of the second series suggests that he might be some kind of mutant or experiment, offering a possible explanation for how he could do and know things that no actual German Shepherd (or any other breed) would be able to know or do.
