    I think it's a rule that Vartox must always be illustrated from the lowest possible camera angle.

    For those who don't know, the cover is a homage to that of Superman #281, where Vartox first appeared. Vartox's design was apparently based on Sean Connery's appearance in Zardoz.

    Homage or not, I can't help but think that cover desperately needs a background of some sort.
