The Doctor leaves Susan behind when he leaves, believing she will be happier living a "normal" life with David Campbell, a resistance fighter with whom she has fallen in love.

The Doctor finds a calendar dated 2164. From the general decay of the city, I'm assuming that the calendar is a few years old. As for the Daleks, I'm ignoring the Doctor's jabber about the "middle period of Dalek history". I'm assuming that in the centuries since "The Daleks", they've recovered and developed interstellar travel.

A.D. 2265: The First Doctor, Ian Chesterton, Barbara Wright and Vicki visit the planet Mechanus, where they encounter astronaut Steven Taylor, who is being held a prisoner by the robot Mechanoids. They free Steven while the Daleks battle the Mechanoids to mutual annihilation. Ian and Barbara use the Dalek time ship to return to their own time. The Doctor and Vicki leave, unaware that Steven has snuck aboard the TARDIS.

I'm setting this after "Revenge of the Cybermen" so as to explain how the Cybermen of "Earthshock" knew of the results of the attack on Voga. In fact, it does seem that once the Cybermen obtained a time machine, they went back in time to try to alter history in their favor - hence the events of "Earthshock", "Attack of the Cybermen" and later "Silver Nemesis". This also gives the Cybercontroller time to be "upgraded" from "Tomb of the Cybermen".
