Is the idea that, since he's blind and can't see other costumes, he doesn't need to dress up too? Or is their mutual understanding that Matt doesn't dress up the result of all those "It's a costume party, Matt!" jokes Foggy used to pull on Matt during college?
Apparently, Stan realized he could fit two more lines of dialogue into the panel before he completely covered up Foggy's face, not that it would have stopped him, and he went for it. You gotta love a guy who could write that sentence.
