The Beano
Lone Wolf and Cub (Should always be available in comic shops at least)
(A few years ago I would have said The Avengers, the Hulk and Spider-man, but they've all taken such strange turns as monthlies, that seeing them on the shelves doesn't really count.)
X-men - I often excoriate everything they stand for, but it would indeed be a strange world if they stopped being published. A world I'm not sure I'd be able to live in!
I don't often buy Superman monthlies, but its comforting to see the big guy still doing well. So I'd have to go for Action Comics too, for the continuous history and all.
Good question. I don't buy these titles at the moment but they're ones that I have bought in the past and will likely want to buy in the future.
Amazing Spider-man
Uncanny X-men
Batman
Action Comics
Archie
Actually I don't know if I own any Archie comics but it was probably the first comic I read as a kid. I know my parents read it when they were kids, it'd be good if he stuck around when I eventually have kids. Which may will probably be a really, really long time from now.
Uncle Scrooge
Ka-Zar (this despite the fact that I've only liked one, maybe two, of his many incarnations)
The Micronauts
Rex the Wonderdog
Werewolf By Night

Apart from that, I like the rest of your choices...
Lee/Ditko/Romita Spider-Man
All Pre-Crisis Superman/Action Comics
Fox/Sekowsky Justice League of America
Baron/Rude Nexus
Detective Comics
Amazing Spider-Man
Avengers
Fantastic Four
As to which title should always be publised (the actual question), Jeff's list looks good.
(Superboy &) the Legion of Superheroes
The Fantastic Four
Superman
Little Archie
