Seriously, though...haven't we established that there would have to be some kind of cheat in place for that to be possible? After all, the two have been in the same place at the same time, yes? So time travel, alternate reality, clone, long-lost twin... However you cut it, for that reveal to be in place, that suggests that this was not a fair-play mystery, which elicits a very strong "meh" from me.
Anyway, of all the people ~not~ to make Rulk, General Ross would be on the top of that list. I mean, geez, that's just way too "Yeah? So what?" Not at all unexpected if it was a one-off story, but Rulk's been around for (guessing) two years or so, hasn't he?
He's met Ross face to face. Ross handed Rulk orders that Rulk didn't agree with.
