After reading the Power Girl/Harley Quinn comic I was bugged by a memory, Before I really got into comics I remember reading some in a dentist office when I was a kid, and I was sure that the Joker once took advantage of a amnesia stricken Creeper. Have I got this wrong?

Yes, that's correct. The plot of the story was that the Joker kidnapped someone who was not Charles Schultz and held him for ransom. He battled the Creeper, but something happened and the Creeper got amnesia (I think it was the standard, blow on the head). He took the Creeper's clothes (his Jack Ryder clothes) and sent the Creeper off with a bomb. What he didn't know was that the Creeper's activator was in that coat and the Joker managed to change him back to Jack Ryder before the bomb went off.
Yea, that's it. Amazing really, I can barely remember anything else about that office -if it was an office, it might have been a store or someplace else, but I can remember the comic.

This sounds like The Joker #3 (SEP/OCT 75) which was briefly discussed here. Here's the cover.
