It's funny, but I've never thought  of the Beaubiers as primarily speedsters.  Maybw I'm just not familiar enough with th characters.

If you're including characters whom possess super-speed through artificial devices on your list, then there's Sir Bohart, King Arthur's son and a knight in his Round Table. Bohart wears magical boots which imbue him with super-speed, as seen in "Pawns of the Jousting Master", from WORLD'S FINEST COMICS # 162 (Nov., 1966).

There is Red Trinity from Flash #7 (Wally West series) and Kapitalist Kourier (and Kugel and Lenny) from #12.
