Now, as to Vulcan - even in the Whoniverse, 2020 is a little early for Earth to have an extrasolar colony, so IMO Vulcan must be in the Solar System. My pet theory is that Vulcan is a sort of "Counter-Venus" (as Mondas was once a "Counter-Earth"), only more hospitable to humans than Venus. Hence the name - as Venus and Vulcan were married mythologically, so they are "married" astronomically.
