Oh, yeah. I know that guy.
He was in Star Trek and Doctor Who, tended to play heels a lot in movies.

He was quite good at playing the villain. He was especially nasty as Jack the Ripper in Time After Time.
He was great in Time After Time. I first became aware of him as the ill-fated photographer in The Omen (1976). After that, I always enjoyed his performances.
