That's a pretty complete list, Bob!
Comparing it against Super Patriotic Heroes (edited by Criag Yoe), here are three you missed:
Captain Courageous
Man of War
Rusty Ryan (and the Boyville Brigadiers)
In the "I've probably missed a bunch of obvious ones" catagory:
Captain America II - William Naslund (formerly Spirit of 76*)
Captain America III - Jeff Mace - (formerly the Patriot*)
Captain America IV - William Burnside
Captain America - Sam Wilson (current)
*Listed under first heroic identity.
You've listed Major Victory. I assume this refers to the leader of The Force of July, who certainly considered himself to be a patriotic hero, even though the team fought The Outsiders on several occasions. On that basis, should the other members of the team (Lady Liberty, Mayflower, Silent Majority and Sparkler) also be included?
You've got John Walker as U.S. Agent, but you don't have him as a Captain America.
Another Captain America not mentioned is Roscoe Simons, the poor sap who tried to step up when Steve Rogers took the Nomad guise and was soon murdered.
There is also the Americommando

Actually,no, I was thinking of this Major Victory:
I suppose that I never really thought of the Frce of July as "heroes", as such.

Regardimg, John Walker, see my answer regarding Jeff Mace and William Nasland above.
Roscoe Simons is another character that I'd never heard of. There are many gaps in my comics knowledge. As far as "Americommando" goes, I know that's an alterbat enme for the first Mister america", but I'd never read a comic where he went by the name that I can recall. I know that there were other Americommandos, but none of them seem to have been particularly "heroic".

I'm pretty sure that's General Glory.

Whoops. Right you are. (Removed.)
"Just a personal quirk of mine..."
As I suspected.
"Actually, I'd never heard of [William Burnside]."
A.K.A. "The Captain America of the 1950s."
Here's Roscoe Simons.
There is, however, a Major Glory in the Justice Friends, so I'll add him.
