Regarding the Aquaman cover: Can't he just summon some fish to splash him, and keep him wet until the tide comes up? If I was a heel who wanted to bump off Aquaman, I sure wouldn't do it anywhere near water.
The cover is more symbolic than literal. In the story, "Underworld Reward," a crimelord has put a price on Aquaman's head, and while some penny-ante thugs are fighting over who gets to kill him, Aquaman slinks away. I'm sure you'll agree that Aquaman dangling by his feet mere inches above life-giving makes for a much more dramatic cover. ;)
