I think you could argue for US comics' most important inker.

Has there ever been another case where the inker, not the penciller, not the writer, was the creative anchor for an on going title like Joe was for the Fantastic Four?

Good question! My first thought was Terry Austin on Uncanny X-Men or Tom Palmer on Tomb of Dracula, but both of those are better known for their pencillers.
Maybe -- maybe -- Klaus Janson on Daredevil? He kept the book consistent under Bob Brown, Gene Colan and Frank Miller, and did both pencils and inks for a time.
Mike Royer is widely recognized as Kirby's most faithful inker, but I think Joe Sinnott was his best. I was surprised to learn that Kirby and sinnott did not meet face-to-face until 1975.
